He is heading to France and will attend the State of the EU address.
According to reports, he has suggested making Canada an affiliated member of the European Union.
Carney said visa requirements and possible visa-free travel will be part of the discussions.
Some commentators note the bloc's warm view of Carney does not ensure easier trade negotiations.
